Choi-ho was born in Seoul in 1967. After studying film at Chung-Ang University, he moved to France, where he earned a bachelor's degree from the prestigious Université Paris 8. In 1998 he made his feature film debut with the film Bye June, highly appreciated for the realism with which the director portrayed the new generations and addressed their concerns. In the following years he directed the romantic comedy Who Are you? (2002) and the detective Bloody Tie (2006).
